

Normally, this is not an objective in the mission, and only Police Officers can lead civilians away. One of the Firefighters was evacuating civilians.It is possible to see a Heavy Rescue Vehicle, two Firefighters (one of them using a fire hose), a Water Tender, a Heavy Rescue Vehicle, a Police Car and two Police Officers in the loading screen.When the Arsonist has been arrested, a Warbler post appears (similar to those in Emergency 2017), which is the only instance of such in all Emergency 20 missions.However, this does not apply if fires propagate to parked vehicles, after which they need to be removed from the scene.Interestingly, Tow Trucks are provided during this mission, despite it featuring no objectives requiring them or any technical unit in general.Being the only mission from the 1998 Emergency, it is the oldest of all Emergency 20's remakes.

With him gone, the remaining tasks are relatively straightforward. Arrest him quickly, for he can start an unlimited amount of fires and effectively fail the mission in a matter of minutes. Any law enforcement units should stick around as well until the second fire, at which point speeding to the scene allows rapid identification of the arsonist (any unit could do so, although the Police Car has the advantage of convenience since Police Officers are the only units that could actually intercept him). Use some of your firefighting units to counter the initial blaze, and have rescue services on standby for casualties. The blazes are threatening to propagate and devastate their surroundings should they not be contained, and more acts of arson are to be expected while the criminal is off the radar. A dangerous criminal is on the loose while setting fires to multiple buildings and injuring a number of people.
